Webinar
12 December 2023
Asian Development Bank, ADB
The webinar focused on integrating the Graduation approach (also known as economic inclusion or cash plus) in the context of project-induced resettlement and forced displacement. It presented findings from the Asian Development Bank’s (ADB) experience in combining this approach with resettlement planning in development projects. While there’s extensive global data on Graduation programs, research on its application in resettlement contexts is limited.
The webinar discussed the unique vulnerabilities resulting from resettlement and how the Graduation approach can address them, drawing on lessons from two ADB projects: the Malolos-Clark railway project in the Philippines and the Inclusive, Resilient, and Sustainable Housing for Urban Poor Sector Project in Tamil Nadu, India. It also explored whether the Graduation approach can effectively address the additional vulnerabilities arising from forced displacement due to conflict and violence.
